Oral statements or representations by District staff shall not be binding.

Submissions received after the stated deadline will not be accepted.

The official time shall be the District’s system timestamp.

Proposers are solely responsible for ensuring that their submission is successfully uploaded and fully received prior to the deadline.

Mandatory Pre-Proposal Site Walk

The District will conduct three (3) Mandatory Pre-Proposal Site Walkthrough sessions on the following dates:

• March 13, 2026 – 9:30 AM (PST)
• March 16, 2026 at 9:30 AM (PST)
• March 18, 2026 at 1:00 PM (PST)

All sessions will begin at:

Attendance at one (1) complete session is mandatory.

Failure to attend and sign the official District attendance sheet shall result in the Proposal being deemed non-responsive and removed from further consideration.

Late arrivals may be disqualified at the District’s sole discretion.

No additional site visits will be scheduled outside of the dates listed above.

Procurement Process Overview

PHASE 1 – Minimum Vendor Qualification Review

The District will review submitted materials to determine whether each proposer meets the minimum qualification requirements. Only vendors deemed qualified will advance to Phase 2.

PHASE 2 – Proposal Content Requirements

Qualified proposers must submit a complete technical and cost proposal in accordance with the RFP requirements.

PHASE 3 – Evaluation Criteria

Proposals will be evaluated on a best value basis, including technical compliance, functionality, implementation approach, and total cost of ownership.

Award of Contract

Tentative Award Date: Wednesday, May 20, 2026*

The contract award is tentatively scheduled for the Board of Trustees meeting at 5:00 PM on the date listed above.

In the event of a change to the Board meeting schedule, the award selection will automatically be postponed to the next regularly scheduled Board meeting.

General Terms & Conditions

The District reserves the right to:

• Reject any or all proposals

• Waive informalities or irregularities

• Cancel or reissue this solicitation at its sole discretion

• Issue written addenda to modify the scope of work or requirements

Only written addenda issued by the District and posted on this webpage shall modify this RFP.

Insurance Requirements

Contractor shall procure and maintain for the duration of this contract insurance against claims for injuries to persons or damages to property which may arise from or in connection with the performance of the work hereunder and the results of that work by the Contractor, its agents, representatives, employees or subcontractors.

1. Minimum Scope and Limit of Insurance. Coverage shall be at least as broad as:

• Commercial General Liability (CGL): Insurance Services Office Form CG 00 01 covering CGL on an “occurrence” basis, including products and completed operations, property damage, bodily injury and personal & advertising injury with limits no less than $5,000,000 per occurrence. If a general aggregate limit applies, either the general aggregate limit shall apply separately to this project/location (ISO CG 25 03 or 25 04) or the general aggregate limit shall be twice the required occurrence limit.
• Automobile Liability: ISO Form Number CA 00 01 covering any auto (Code 1), or if Contractor has no owned autos, hired, (Code 8) and non-owned autos (Code 9), with limit no less than $3,000,000 per accident for bodily injury and property damage.
• Workers’ Compensation: as required by the State of California, with Statutory Limits, and Employer’s Liability Insurance with limit of no less than $3,000,000 per accident for bodily injury or disease.
• Professional Liability (Errors and Omissions): Insurance appropriate to the Contractor’s profession, with limit no less than $2,000,000 per occurrence or claim, $5,000,000 aggregate.
